A man named Abdul Wahid has been arrested for issuing a fake appointment letter, admitting to creating fake identity cards for the National Assembly and a fraudulent appointment letter for the position of Assistant Director. His mobile phone and laptop have also been seized.

Islamabad (Izhār Khān Niyāzī) – The National Assembly’s Standing Committee on Rules of Procedure and Privileges expressed serious concern over the circulation of a fake appointment and offer letter issued in the name of Abdul Wahid by the National Assembly Secretariat on various social media platforms. The committee directed the Federal Investigation Agency (FIA) to conduct further investigations and present a detailed report in the next session. The 17th meeting of the Standing Committee on Rules of Procedure and Privileges was held at the Parliament House in Islamabad, chaired by Muhammad Afzal, a member of the National Assembly. The committee reviewed the matter of the circulation of the fake appointment and offer letter.

The FIA’s Additional Director General informed the committee that the accused, Abdul Wahid, has been arrested and presented in court, where his physical remand has been obtained for further investigation. During interrogation, the accused confessed to preparing fake identity cards for the National Assembly in his name and creating a fake appointment letter while posing as an Assistant Director of the National Assembly of Pakistan. His mobile phone and laptop have also been formally seized for forensic analysis.

After detailed deliberation, the committee instructed the FIA to conduct further investigations and present a detailed report in the next session. The committee also expressed concern over the absence of Jawad-ul-Hassan, the Metropolitan Officer for Regulations of the Metropolitan Corporation Lahore, and directed him to be summoned in the next meeting. The committee reviewed the privilege question number 71 presented by Khawaja Izhar-ul-Hassan, a member of the National Assembly, against the former Director General of the Solid Waste Management Board, Imtiaz Ali Shah. The mover stated that the former Director General did not obtain written permission from the committee for his absence from the meeting, leading the committee to decide to summon the relevant officer in the next session.

The committee also thoroughly examined the proposed amendments to Rules 295, 296, 30, 31, and 205 of the National Assembly’s Rules of Procedure and Conduct of Business 2007, presented by Dr. Nafisa Shah, a member of the National Assembly. After seeking opinions from the Ministry of Parliamentary Affairs and the Ministry of Law and Justice, the committee recommended not to approve the proposed amendments to Rules 295, 296, and 205, while approving the amendments to Rules 30 and 31. The committee reviewed the proposed amendment to Rule 44 presented by Aliya Kamran, a member of the National Assembly, and recommended not to approve it after detailed consideration. The meeting also discussed amendments related to the repeal of Rules 118, 119, and Rule 234-A. The committee recommended approving the amendment to Rule 118 with amendments and deleting Rule 234-A as proposed, while deferring the matter of the amendment to Rule 119 until the next meeting. Due to the absence of the mover, the privilege questions presented by Makhdoom Syed Sami-ul-Hassan Gilani, a member of the National Assembly, were also deferred until the next meeting. The committee approved the report of the sub-committee chaired by MNA Azhar Qayyum Nahria. Members of the National Assembly Chaudhry Nasir Ahmed Abbas, Nasir Iqbal Bosal, Waseem Qadir, Azhar Qayyum Nahria, Sardar Muhammad Yaqoob Khan Nasir, Mir Khan Muhammad Jamali, Mir Ghulam Ali Talpur, Shagufta Jamani, Khawaja Izhar-ul-Hassan, Sanjay Parwani, Naeema Kishore Khan, and Chaudhry Muhammad Shahbaz Babar participated in the meeting, along with Aliya Kamran and Dr. Nafisa Shah. Minister for Parliamentary Affairs Dr. Tariq Fazal Chaudhry was also present, along with senior officials from the Ministry of Parliamentary Affairs, the Ministry of Law and Justice, and the FIA.
