Expresses Concern Over Delay in Sher Dhamial and Siga Banthar Road Projects; Directs CDA to Complete Ongoing Projects on Priority Basis
Islamabad (Izhar Khan Niazi): The 28th meeting of the National Assembly Standing Committee on Interior and Narcotics Control was held at the Parliament House under the chairmanship of Chairman Raja Khurram Shehzad Nawaz, MNA.
The committee held detailed discussions on the law and order situation in Balochistan and Azad Jammu and Kashmir and decided that its next meeting would be held in Quetta to review ground realities and assess the situation firsthand.
The committee postponed further consideration of the Criminal Procedure (Amendment) Bill 2025 and the Islamabad Local Government (Amendment) Bill 2026. It also recommended considering the West Pakistan Motor Vehicles Taxation (Amendment) Bill 2025 as withdrawn, as legislation on the matter had already been completed through the Finance Act 2026-27.
During the meeting, serious concern was expressed over the prolonged delay in the construction of Sher Dhamial Road and Siga Banthar Road in Islamabad. The CDA Chairman attributed the delay to a shortage of funds and assured that additional funds would be provided once resources became available. The committee directed that instead of launching new schemes, ongoing projects should be completed on a priority basis.
The committee also emphasized the need to formulate a comprehensive policy for the regularization of illegal housing schemes and settlements in Islamabad. It directed the Capital Development Authority (CDA) to review zoning regulations and building bylaws.
The committee expressed strong displeasure over restrictions on property registration and transfer (mutation) in Khanna Dak, Khanna Kak, and Shakrial. It summoned officials from the Punjab Board of Revenue, Commissioner Rawalpindi, and other relevant authorities for the next meeting and directed them to present a clear timeline for the transfer of land records to Islamabad.
The meeting was attended by Minister of State for Interior Talal Chaudhry, Minister of State for Law Barrister Aqeel Malik, Members of the National Assembly, senior officials from CDA, FIA, Ministry of Interior, Ministry of Law, and the district administrations of Islamabad and Rawalpindi.
