A facility will be established in the village of Dolmial, where 240 women annually will receive training in sewing, dressmaking, and fashion design.

Islamabad (Special Correspondent) The Government of Japan has decided to provide a grant of $53,419, approximately 14.8 million Pakistani Rupees, to the Moin Foundation for the establishment of a women’s vocational training institute in Chakwal district under the Grassroots Human Security Projects Program.

The grant agreement was signed on August 27, 2026, by Akamatsu Shoichi, the Japanese Ambassador to Pakistan, and a representative of the Moin Foundation at the Japanese Embassy in Islamabad.

Under the project, a vocational training institute for women will be constructed in the village of Dolmial in Chakwal. This facility will be built on land donated by the local community, where women from the surrounding areas will undergo regular training courses in sewing, dressmaking, and fashion design.

According to the Japanese Embassy, economic and environmental challenges in rural areas of Pakistan have limited employment opportunities, and practical skill learning and sustainable income opportunities for women are even fewer. The project’s aim is to empower women economically by providing them with professional skills and creating secure livelihood opportunities.

Approximately 240 women will receive quality vocational training annually under the project. Women who complete the training will be able to convert their skills into employment or income sources at the household level, thereby improving their families’ economic conditions.

On this occasion, Ambassador Akamatsu Shoichi expressed hope that the new vocational training institute would serve the women and families of the area for many years to come. He also appreciated the local community’s support in donating the land for the project.

The Japanese ambassador stated that Japan is pleased to assist in realizing the long-standing desire of the local community for a permanent training facility under its commitment to empowering women.

The Moin Foundation has been running various welfare and vocational training programs for marginalized and vulnerable communities across Pakistan for a long time, and over time, the reach and impact of its training programs have increased.

According to the Japanese government, as a long-time friend of Pakistan, Japan will continue to collaborate with local NGOs through the Grassroots Human Security Projects Program to promote human security and economic autonomy at the grassroots level.

The Japanese Embassy expressed hope that the establishment of the women’s vocational training institute in Chakwal would serve as another symbol of the strong and enduring friendship between Pakistan and Japan.
